[Info-Bureau] Peoples’ Action on Climate Change (PACC): An Assembly of Grassroots Movements on Climate Change and Poverty

The International League of Peoples Struggles Commission #13 on Science and Technology and the Environment and the Peoples' Action on Climate Change invites ILPS members to join the conference Climate Conference of Asian Peoples Movements. Details are attached below.

It is co-organized with the Peoples' Action on Climate Change within its activities in Bangkok from September 28 to October 5, 2009. The activities will be simultaneous with one of the two last major inter-sessional meetings of the UN Framework on Climate Change before a post- Kyoto Protocol climate agreement will be decided in Copenhagen in December 2009. Together with the ILPS are the NGO COD, Philippine Climate Watch Alliance, Sustainable Development Foundation (SDF) -Thailand, IBON International, Asia Pacific Forum on Women, Law and Development (APWLD) and Ecumenical Coalition on Tourism.

It is months before the world is set to face a new climate agreement which will hopefully address the global issue of climate change and global warming. Alas, from updates and results of the recent UNFCCC meetings and negotiations, there is still no concrete and substantial agreement towards relieving the earth of greenhouse gas emissions and the justice that third
world peoples demand.

In spite the clamor of the majority of member countries of COP to significantly cut carbon emissions by at least 20% by 2020 and 80% by 2050 based on 1990 level, the ANNEX I countries particularly the United States and European Union continue to impair the COP process, thus delaying and weakening a post-Kyoto Protocol agreement. The stumbling blocks revolve around the same irreconcilable positions between the third world and industrialized countries on the issue of adaptation, mitigation, financing and technology transfer.

Meanwhile, transnational corporations and international financing institutions particularly the World Bank (WB), the International Monetary Fund (IMF) and World Trade Organizations (WTO) have become more aggressive in their lobbying and intervention in the COP processes. Market-based orientation and mechanism such as carbon trading and Clean Development Mechanism
are expected to remain and be strengthened under the new climate agreement. False climate solutions such as clean coal technology, nuclear power, agrofuels and schemes like Reducing Emissions from Deforestation in Developing countries (REDD) are being offered and pushed by these profit-oriented institutions.

On the other hand, there is growing people�s movement to push and force national governments to genuinely address the issue of climate change and global warming. At the national and international level, people�s organizations such as the indigenous peoples, peasants, youth and environmentalists are becoming more bold and active in their exposition and intervention in the COP process. Different alliances and networks have been formed to put forward the position and demands of their sectors and organizations.

The Ninth session of the AWG-KP and seventh session of the AWG-LCA of the UNFCCC in Bangkok will be the one of the two last major inter-sessional meetings before a post- Kyoto Protocol climate agreement will be decided in Copenhagen in December 2009. It is a critical event that people�s organizations and climate activists should be engage in. The UNFCCC
Bangkok Meeting should be used once again as a venue to push for real, scientific and pro-people solutions to global warming and climate-change.
